A 60Hz monitor can't display more than 60 FPS

The answer is True.

Explanation

The frequency (Hz) refers to the monitor's refresh rate, which is how many times the screen udates per second. So a 60Hz monitor can update the screen a maximum of 60 times per second. The GPU could render and process more frames but the monitor could not display all of them. In fact without VSync in this case you will have parts of multiple frames displayed simultaneously, causing visual artifacts known as tearing.
